Parameters
$ident : string
$facility : string|int = LOG_USER

Either one of the names of the keys in $this->facilities, or a LOG_* facility constant

$level : int|string|Level = Level::Debug

The minimum logging level at which this handler will be triggered

$bubble : bool = true

Whether the messages that are handled can bubble up the stack or not

$logopts : int = LOG_PID

Option flags for the openlog() call, defaults to LOG_PID
