- Require that an attribute instantiation has parentheses, i.e. `#[MyAttribute()]`.

- Require a trailing comma for multi-line, multi-attribute attribute blocks and forbid trailing commas
in single-line attribute blocks and multi-line attributes containing only a single attribute.
